1. Asylum can be defined as a shelter(more than a
temporary) as well as active protection which is provided to a political
refugee by a state to which a person
seeking shelter and protection.

requests from the requested state the return of a person accused or convicted
of a crime to stand trial or serve a sentence in the requesting state.

2. A sovereign state has a right to give asylum to any
person seeking political asylum.

which the political criminal escapes.
